Grant Programs

  • Micro Grant Program

    • Funding Source: CDBG
    • Grant Amount: $1,500- $10,000
    • Years in Business: 0-2 years
    • Must have no more than 5 employees
    • Must have completed approved Technical Assistance Program, when applicable
    • Business Owners must be Low to Moderate Income (LMI) at the time of application or service a Low to Moderate Income (LMI) area
    • Allowable Purchases: Include but are not limited to: marketing and advertising; inventory; materials; equipment; operating licenses; permitting and fees; etc.
    • Ineligible Purchases: Real estate based transactions
    • Ineligible Businesses: Same as Norfolk Economic Development Authority Small Business Grant

  • Norfolk Economic Development Authority Small Business Grant Program

    • Funding Source: EDA 
    • Grant Amount: $1,500- $10,000
    • Years in Business: 0-4 years
    • Must have no more than 25 employees
    • Allowable Purchases: Include but are not limited to: marketing and advertising; inventory; materials; equipment; operating licenses; permitting and fees; real estate based transactions; etc.
    • Ineligible Businesses: Include but are not limited to: “Sin” Businesses, Non – Profits, Religious Organizations, Political Organizations and not for use of general government conduct

  • Reimbursable Grant Program

    • Funding Source: CDBG 
    • Grant Amount: $35,000+
    • Years in Business: Preferably 2 or more with documented sales and hiring experience
    • Allowable Purchases:  Include but are not limited to: marketing and advertising; inventory; materials; equipment; training; payroll
    • Business preferably will have current employees 
    • Ineligible Businesses: Include but are not limited to: “Sin” Businesses, Non – Profits, Religious Organizations, Political Organizations and Not for use of general government conduct

  • Façade Grant Program

    • Funding Source: CDBG
    • Grant Amount: 50% of the project up to a maximum grant of $10,000 
    • Years in Business: No minimum
    • Business or Project must be located in a Low to Moderate Income (LMI) area 
    • Allowable Improvements: Include but are not limited to: repair, replacement or installation of new awnings, signage, windows, doors, and/or permanent landscaping, and other approved improvements  
    • Ineligible Businesses: Include but are not limited to: “Sin” Businesses, Non – Profits, national franchises, check cashiers, pay-day lenders, home based businesses, Religious Organizations, Political Organizations, structures not facing the public right-of-way and Not for use of general government conduct

Loan Program

  • Norfolk Revolving Loan Fund

    • Funding Source: Federal EDA
    • Administrator: VCC
    • Loan Amount: $10,000 - $50,000+
    • Years in Business: 3-6+ years
    • Must have no more than 25 employees
    • Allowable Purchases: Include but are not limited to: inventory; materials; equipment; working capital; debt refinancing; real estate; etc.
    • Ineligible Businesses: Include but are not limited to: “Sin” Businesses, Non-Profits, Religious Organizations, Political Organizations and not for use of general government conduct
