Fort Norfolk is a 30-acre urban waterfront redevelopment area linking Downtown to the region's medical complex and Ghent community. This prime location is acclaimed as "the city's last open stretch of waterfront" and "last major tract of land available for new development near the urban core"… The majority of the land is owned by private businesses and landowners are working with the City to achieve a cohesive development plan for the future. The area once known to locals as "Atlantic City" is now being marketed as Fort Norfolk, for it is here that Fort Norfolk, a brick and earthwork fort, was constructed in its existing form circa 1810. It has been home to the Norfolk District, US Army Corps of Engineers since 1923.

Recent investment includes a $30 million, 196,000 square foot Public Health Center. Housed in the center is the region's Biotech Incubator - where Bioelectric research will soon be conducted: walkway connector from Public Health facility to Eastern Virginia Medical School; $10 million EVMS Edward E. Brickell Medical Services Library.

In December 2002 it was announced that The Virginia Port Authority donated Plum Point to the City of Norfolk for use as an open space.

The Urban Land Institute's Advisory Services panel studied the Fort Norfolk area in March 2002 and a report is available on-line. The panel's initial conceptual plan proposed formula could swell the area's assessed land values to more than $300 million in 20 years, compared to $11.1 million today.
